Workforce Development Program Manager

Full-Time: 40 hours per week

Location: 9541 Plaza Circle, El Paso, TX 79927

Reports to: Director of Programs

Position Summary:

El Pasoans Fighting Hunger is looking for a Workforce Development Program Manager to build out this new program to address one valuable opportunity to move people out of food insecurity: employment.

The program manager develops, supports, and promotes the EPFH's new Workforce Development program. This position cultivates strategic partnerships with stakeholders and develops and implements workforce engagement strategies for partnerships with local businesses and recruitment organizations. Oversees curriculum and training plan for participants.

Major Duties include, but are not limited to:

  • Works to develop and implement a comprehensive and innovative workforce development plan focusing on participants, employment partners, educational partners, and other community stakeholders
  • Collaborates with EPFH staff and external stakeholders to create a program that increases participants' skills that lead to employment.
  • In collaboration with internal and external stakeholders, set training curriculum and evaluate to ensure it meets employment, participant, and operational needs.
  • Provide training to participants.
  • Build a network of employment partners to provide input in skills required for hiring and as hiring resources for program graduates.
  • Recruit program participants and build support through innovative community partnerships.
  • Develop program components to ensure program goals and objectives are met in a timely manner.
  • Supervise workforce team
  • Prepare program-related reports
  • Work collaboratively with others within the organization, such as Operations, to coordinate training and staffing efforts, marketing and communications staff to recognize partners, and development staff to prepare grants and reports.
  • Maintain positive, active relationships with staff and partners to ensure ongoing support of El Pasoans Fighting Hunger and the people we serve.
  • Participate in external engagements to create brand awareness and elevate the El Pasoans Fighting Hunger brand within the community.
  • Other duties as assigned.

Minimum Qualifications

  • Bachelor's degree or an equivalent combination of education and experience.
  • 3 years of experience in workforce development or experience directly related to the responsibilities specified.
  • Exemplary relationship-building and communication skills: written, oral, and interpersonal.
  • Must have the ability to work in a fast-paced environment, meet deadlines, be team-oriented, demonstrate strong organizational skills, take initiative, and be self-motivated.
  • Ability to work as a collaborative team member.
  • Proficiency in Microsoft applications.
  • Passion for El Pasoans Fighting Hunger's mission.
  • Ability to communicate effectively in English and Spanish.

Preferred Qualifications

  • Advanced knowledge of local workforce development and continuing education landscape
  • Demonstrated ability to organize and prioritize resources strategically
  • Ability to effectively communicate with a wide range of individuals in a diverse community
  • Ability to build and steward partnerships across sectors.

Woking Conditions & Physical Demands

This position operates in a typical warehouse and office environment and requires constant use of a

computer and other office equipment, such as phones, calculators, computer printers, and copy machines. The person in this position needs to move about safely in the warehouse and will move from warehouse to office environment frequently throughout the day.

The person in this position frequently communicates with internal and external stakeholders (food bank leadership and staff, employment & community partners, students, etc.). Must be able to gather and exchange accurate information in these situations. This position requires local travel for meetings (reliable transportation is needed), or professional development opportunities. Infrequent national and/or overnight travel may be required for optional professional development opportunities.

Occasional nights or weekends may be required.

Position Type & Hours of Work

This is a full-time, exempt position under the Fair Labor Standards Act (FLSA). It is not eligible for overtime pay. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:00 p.m. This position requires occasional evenings and weekends.

Salary Range & Benefits

The salary range for this position depends on experience. Benefits include: paid time off, health/dental/life insurance, 401(k) retirement savings plan, etc.
